朱立倫由總統府資政袁健生、楊進添以及國家政策研究基金會國家安全組召集人何思因等人陪同，上午前往國務院，與負責亞太事務的助理國務卿羅素（Daniel Russel）、副助理國務卿董雲裳（Susan Thornton）等官員會談。然後轉往白宮國家安全會議，與國安副顧問黑恩斯（Avril Haines）女士、國安會議亞太事務資深主任康達（Daniel Kritenbrink）等人會面。
中午，朱立倫等人前往五角大廈，與國防部副助理部長鄧志強（Abraham Denmark）舉行工作午餐。下午拜會副貿易代表霍里曼（Robert Holleyman）。黃昏時分，朱立倫再度往國務院，會晤副國務卿布林肯（Antony Blinken）。
美國在台協會（AIT）主席薄瑞光（Raymond Burghardt）、AIT執行理事唐若文（Joseph Donovan）等人全程參與會談。第一場的國務院會談結束時，袁健生告訴送行的國務院東亞局官員，會談比預計時間延長了25分鐘；東亞局官員隨即以流利的中文回答說：「對、對，因為這個很重要」。
朱立倫結束一整天的五場會談後，在國務院門前簡短表示，應見的朋友都見到了，該談的都談了，氣氛很好。他說，在每個部門的會談都很愉快，他非常感謝美方的安排。薄瑞光表示，這是很好的一天，彼此有很好的會談，美國很高興有這樣的對話機會。
